Summon Limit, despite being a Trap, is actually great in the Side because the Deck can rebuild with a single Pendulum Summon, not locking itself with Summon Limit if the board is partially broken

I'm personally not very optimistic about the future of all the various crossover products coming down the pike based on this, but I do understand that Games Workshop has some extremely restrictive controls on their IP that makes working with them and their lore rather challenging
Edit: Maybe the 12B is accurate, but perhaps Base accounts for like half and thats why your estimates on other sets look too high to me
