I wasn't around when this card was designed, but my best guess was they were trying to see how big they could get a vanilla Vehicle with a converted mana cost of 1

Maybe its enough that you can make blocks hard, that you can sacrifice your non-fliers in some spots and make use of extra copies of legends, that you can fizzle Declaration in Stone and get extra value against removal

So when Wizards of the Coast (WotC) released two particular Secret Lairs, I immediately pulled the trigger on them: Saturday Morning D&D from the All-Natural, Totally Refreshing Superdrop from June 2021, and Secret Lair x Stranger Things from the October 2021 Superdrop
