The flavor wins make it onto the interesting sorceries and instants, including Reprieve, which is (almost) a two-mana white counterspell, and You Cannot Pass that can destroy blocked creatures
It may not be considered a budget deck, but you should be able to build a strong Bounce-focused deck without breaking the bank, especially if you get some lucky pulls like Cinderella, Stouthearted and Arthur, Wizard's Apprentice
If you have enough Rat tokens on the battlefield and a board wipe happens, it's possible that Mirkwood Bats can burn all of your opponents out of the game
Theres also some small overlap between self-mill and counters decks, as seen with Amzu, Swarm's Hunger or Centaur Vinecrasher, so I imagine quite a few decks are happy to host Obsessive Skinner
